GSA SmartPay

What is GSA SmartPay?

The GSA SmartPay® 2 program provides charge cards to U.S. government agencies/departments, as well as tribal governments, through master contracts that are negotiated with major national banks. There are currently over 350 agencies/organizations participating in the program spending $30 billion annually, through 100 million transactions on over three million cards.

Government agencies and businesses prefer to use P-cards for a number of reasons including cost savings from e-procurement, enhanced reporting on purchases, greater employee purchasing control, and lower negotiated rates with businesses (e.g. airlines) . The Federal government saved over $1 billion in 2006 by using p-cards.

Solutions overview

Can I Accept GSA Smart Pay?

If your company sells goods and services to government agencies, you are already accepting or have been asked to accept the GSA SmartPay card. These are specialized credit cards issued to employees who are authorized to make purchases on behalf of their organization.

What most businesses do not know is that standard merchant accounts are not typically set up for Level 3 acceptance and not all providers of merchant accounts can offer Level 3 capabilities. If a merchant's goods or services can be sold to government agencies or larger corporations, they are wise to get setup with a merchant account that can facilitate Level 3 processing. Level 3 processing is exclusively used in business to business and business to government environments.

Financial Transaction Services of Western PA is an Approved GSA Vendor that specializes in B2B and B2G Level-3 processing and routinely assists its clients in substantially reducing card fees through better interchange qualification.

The key to qualifying for the best rates for GSA SmartPay payments requires including line- item detail or “Level-3” information.
